Make sure the watch is connected to the phone, that the pairing and syncing is functional, that the phone has Intenet access, and that the GC Mobile app has all permissions, and especially that the phone allows the app reading the location (depending on the OS of the watch it can be a separate system setting, not accessibe from GC).
If it does not help, please post to the respective forum of the watch. The problem is in no way related to Garmin Connect Web. That's the name of the forum where you posted your question.
