Are you trying to import into the Garmin Connect Web site? What is the source of the gpx file?
Is it from an activity you created on your device or from some other web site or source? Garmin Connect is rather finicky about what you can and cannot import. Can you post your file as an attachment here so someone can take a look?

I was able to import it into my GC account. First I uploaded your file to plotaroute.com, then downloaded it and imported into GC. You can try it yourself, or use my attached gpx file.
