VivoActive 4, steps not syncing on mobile app or online connect.garmin.com

VivoActive 4, steps not syncing on mobile app or online connect.garmin.com,

steps show on my watch, and show on the "My Day" dashboard, but steps do not sync into my daily count or any challenges/ connections,

when i click on the "live" step count on the "My Day" dashboard to go to the overall daily/ weekly steps, no data is shown.
