I have created a 3k segment few days ago and ran it three times. However, only the first run (the one used to create the segment) appears.
After I sync my Forerunner 235, I appear on some segments created by other users but not on mine.

Normally your run needs to be similar to saved segment, some differences are acceptable (as gps is not always the same). If the route looks similar then is should be counted.
But segments are broken in many ways.
Missing segments are quite common after last changes few months ago - they disabled auto scan for all existing activities. Now only new activities get segments automatically (but this is broken, some new activities don't get all segments). Old activities need to be manually scanned by clicking scan option in segments tab - but this option also not always works.
So, you can only try that manual scan option on activity where segment is missing, sometimes it helps.

the segment is exactly the same to the metre. I have scanned several times to see if the segment is detected with no avail. Judging by the number of bugs and errors reported, I think Garmin has not sufficient developers to fix them all.
Yes it's very buggy. Some activities just can't detect segments no matter how many times you scan. Some even lose all segments after manual scan. I had activity with few segments, but some were missing - after scan I have zero segments for that activity.
What's bad - auto scan worked normally before that "update". When all activities were scanned for segments, all segments were detected with no problems.
But garmin just wanted to lower server usage, so they made quick change, to auto scan only newly added activities. And of course they added more bugs in the process. So, yes, looks like they have too few developers and no testers.
