Incident Detection/Emergency Contacts

Having an issue with this system. Finally worked out how to enable the Incident Detection feature in the mobile app (you don't make that nearly obvious enough, btw) and when trying to add emergency contact numbers, it refuses to do so as the number are all "missing digits" ... which is very odd since I use those numbers to call and text those people several times every single week.

I am using an Android phone. What am I missing?
