for me, I have all categories turned on in Apple Health for Garmin to write to AH. I have the Garmin to/fro Apple Health turned on in Garmin Connect also. The cycling workouts sync with AH for all data except heart rate even though that category is turned on. I am seeing now quite a few threads about this problem.

Yes, but where exactly? I do not see any options in GC to write to AH, so I assume you use some kind of plugin, or have attached the AH as an external application. Can you post a screenshot showing those settings in GC?
However, normally neither the Garmin watch, nor the GC app write anywhere. Garmin does not push the data anywhwere, they just make the data available though the API. 3rd parties can pull the data from the API. It means if the 3rd party does not display some of the data, my first thought would be contacting the 3rd party and trying to find there some answers.
more/settings/partner apps/Apple Health within Garmin Connect. Within Apple Health Garmin must be turned on so that Apple Health can read the data. No 3rd party apps involved at all. Garmin Connect writes to Strava the same way and is turned on in the same location. No issues with Strava.

Apple Health is the 3rd party. A "3rd party" is a term used for external parties not native to the product (the first two parties being you and the product).
OK, so since you tell Strava has no problems reading from the Garmin's API all necessary data, while Apple Health can't, did you try asking the support of Apple Health why it is so?
Thanks for the reply. I actually talked to Garmin and Apple and no ownership anywhere, but I decided that I can see heart rate elsewhere so nothing I was going to worry about trying to fix. However, it is odd that the other data comes across just fine.
