Sync Issues - Need help

Device: Forerunner 35

All syncing has begun to mess up between my phone (Note 9) and my watch. Syncs stopped happening so I disconnected and reconnected everything, it then works for about 3 minutes and stops again. Tried uninstalling and repairing, same result, worked for about 3 minutes then stops.

Under "Garmin Device" in the app it shows a progress bar that hasn't moved all day (at about 70%) saying "sending update" but the watch saying it has the most recent update already.

Need help or advice. Thank you!
