Sticky for Username

Trying to follow the instructions in the sticky at the top of this forum and the system will not let me. I have turned on PMs in my settings but it won't stick even after I save. So when I try to PM one of the people in that sticky, I get a message that I can not because I have not turned on PMs. Can anyone suggest another way to request a username change? Thanks.
