Vivoactive 3 / Garmin Connect reset my auto generated step goal to 4350?

Just yesterday mid -day my step goal went from about 9900 to 4350. My average steps at that point were around 8700 but the auto-generated goal stays at 4350. All of my step results are still there but every time I toggle the auto goal it defaults back to 4350. I can manually set it but wonder why all of a sudden it's stuck on 4350 for the auto goal.
