Is there any project to create an resource in Garmin Connect Mobile or Garmin Connect Interface (Browser) a resource to customize screen profile to organize fields and alerts instead of use device?
Not that I'm aware of. Your activity profile customisations on your wearable device, including but not limited to the layout of data screens, is a completely local issue of which the cloud-based Garmin Connect service does not need any visibility of to track your activity or make calculations. As a user convenience feature only that some users may prefer, it is probably deemed a low priority if it's on the list of features for Garmin to consider implementing at all.

very new to the platform and i'm shocked this still isn't available on garmin. other brands (polar) let you add, customize and fine tune your data fields for each activity and then sync to the device. very easy process with great visual layouts. you need to do this garmin...
I am not sure whether I understand the question in the opening post correctly, but if you want to create customized watch screens, layouts, and even apps with added functionality, then most of the recent Garmin watch models indeed allow it - with the help of the Connect IQ technology. You can either download custom screens and apps from other users, or create your own ones.
the idea is that you can create the layouts off of the device via either the web or the app and then transfer them to the device. FAR easier, faster and more efficient than doing it on the device itself
