Ranking not showing in segments

The segments don't seem to have any rhyme or reason as to when they include your data in them. Here is an example. I've run this segment probably hundreds of times but I don't show up on the leaderboard anywhere. All of my runs are marked public so it doesn't make any sense. ciq.forums.garmin.com/.../1345335.png
