There is a reason although I'm not sure whether you'll find it good or not.
See, the training plans are quite old. They've been introduced long before Garmin implemented swimming workouts in some of their watches (and in Garmin Connect). Garmin could probably update the training plans to include swimming workouts, but I believe that would break compatibility with older watches, those that don't support swimming workouts.
I just ran into this same issue. Have been using the running training plans and just tried the triathlon plan, only to find the swimming missing. Garmin must have a similar attitude towards swimming that I do. I was hoping the training plan would improve my attitude, but Garmin is reinforcing it.
