Zone 2 Run - Except it kept me in Zone 1?

I have had my FR 230 for almost a year now and just started the level 2 HR 10k training plan. It called for 25 minutes in Zone 2. I have my zones set up using HRR and they are as follows:

Z1: 125-137
Z2: 137-150
Z3: 150-163
Z4: 163-176
Z5: 176-189

On my run today, I got a warning every time my heart rate went above somewhere in the lower 130's. After my run, my average HR was 131 and it says I spent 64% in Z3, 28% in Z2, and 4% in Z1.

Why would it give me a warning when I was apparently close to entering Zone 2? Am I missing something here?
