No steps from TrueUp on new vivoactive 3

I just paired a new vivoactive 3 to an account that has a Forerunner 935 and Vivofit 3. With of those devices accumulated steps today which have been uploaded to Garmin Connect.

But when I add the vivoactive, none of the existing steps for today are being downloaded to it via TrueUp, even if I set as the primary activity tracker. Am I missing a step? Thanks.
