Vivoactive3: Add HR Broadcast to Control Menu

I like being able to transmit HR from my VA3 to my Edge 510. Only issue is enabling the HR Broadcast is buried (settings - sensors - heart rate - broadcast). Would be nice to enable with a quick button tap, then select an icon.
