Step Data Not Transferring

I am trying to sort our my mothers vivofit 3. We've had various issues with it since I purchased it as a replacement for her vivofit about 18 months. This time the issue is that when she syncs with the mobile app that I set up on her phone it says that the sync is completed but no actual data comes across (the tracker itself is recording daily steps etc). I've just tried to sync it on the pc with the ant etc and get the message:

Step and sleep data from this device was not uploaded to Garmin Connect because it's not set as your activity tracker.

The device IS set as the 'preferred activity tracker'. I'd appreciate any help. This current situation has been going on since February and I've not been able to be here in person to sort it as my husband is ill, I am only here today and tomorrow so quite frankly if I can't get this to work I'll throw the damned thing in the bin and go to the 'dark side' and get a fitbit. She had the 'vivofit' for a couple of years with no issues. She's 89 years old and still gets out for at least 5K despite various ailments and this is what keeps her going out.
