I've started to do a training plan in GC and it's fun and varied, however, the interval plans have one big issue: The timed warm-up is immediately followed by intervals. I'm manually adding a "run until lap key"-step so I can get to where I know I can run the interval without having to cross roads, going up/down super steep hills etc. It's simple enough to do, but why can't that be there out of the box - seems like this should be a common issue?

Ask the training plan designer to put in such a step, then. It's his or her training plan, and it's up to him or her to decide whether there is a need or use for such a step. Of course, as you've pointed out, you can already alter the plan yourself and make it your own to suit your use case.
Every training plan I've seen in Garmin Connect online clearly states which third party (e.g. Full Potential, Robby Ketchell, Triathlon Performance Solutions) created the plan.
There is no way to make your own plan but through adding single workouts.
There isn't any way. However, Garmin itself does not design, create or modify the training plans that are available for download, either, as far as I can see. ‑
This is not about the training plans (although it's consistently missing there as well) - this is about the automatically generated "Daily Suggestion" workouts.
