Is anyone else having an issue where the import option isn't showing up in the Activities section?

Is anyone else having an issue where the import option isn't showing up in the Activities section?

Yes it worked in January but not on in February.
I have not made any changes in the system.
I can import with the drag and paste two icons down.

I've tried importing a gpx file it tells me "This file has already been uploaded." but nothing has been.. Getting cheesed off now..
