Fenix 3 HR Update 4.0 and Windows 10 Mobile 14959 Pairing issue

Hi, anyone has problem pairing garmin fenix3 HR with windows 10 mobile? I tried restarting/resetting both and seems Windows Bluetooth can connect but Garmin Connect fails to pair. It fails quite quickly so I think there might be something I'm missing
