Cannot sync or send workouts to brand new Forerunner 220 from any device

Express see my device, Garmin Connect acknowledge the device. I sync on a windows PC. Happened on W7, happening on W10. When I try to sync a custom workout, I get the same "no compatible device". What is the solution?
