cannot download IQ apps or segments

So I try to go to the connect iq store to download an app, and it gives me a message that my device (Garmin edge 1000) needs to be updated in Garmin express in order to install the app. But it has been updated, and clicking check updates says it's up to date. Also, I have strava segments chosen, and none have downloaded to the device. I should mention this is a new or refurbished device replaced under warranty, as the one I had for over a year just started going crazy (I think it got water in it during a muddy ride - so much for the waterproof to 3 feet, as it never got more than a splash and maybe a few rain drops). anyway, they replaced it no problem, but this new one won't let me get the iq aps or strava segments. Anyone know what I should do? (I do have an email in to support, but hoping someone here may be quicker to help me if it's just some settings issue or something).
