Settings does not work for Garmin Fenix 3 watchface

I downloaded Connect IQ 2.1.4. I make a default watchface with settings. Just click FIle->New Project->Watchface and choose watchface with settings option. It created application by eclipse plugin. When I use App settings editor I can see and change all settings, but when I upload *.prg file to the watch, I cannot see any settings in Garmin Connect on my phone.

Do I really need to upload application to apps.garmin.com to make settings working, or I can test setting by uploading *.prg file first.

Go there and read the "New Developer FAQs".

In a nutshell, you can only use your phone to change app settings if you've installed your watchface from the app store. You can't use your phone for app settings with sideloads.
