Connect wants GPS on when Bluethooth is on and vice versa

These annoying alerts come up all the time, weven I am not even using the Garmin Connect Mobile App 3.10 - at work etc. majority of the time.
Android 6.0.1 Samsung-SM-G900-A (Galaxy 5 / AT&T)

These two issues present themselves in the following scenarios

1 . Bluetooth is turned ON, Location is OFF - this alert comes up immediately: "Location services required - In order to connect and sync your Garmin devices, Connect needs locations services to be enabled"

2. Bluetooth is OFF, Location is turned ON - this alert comes up occasionally: "Bluetooth troubleshooting - If your android device is having trouble connecting toyour garmin device, follow these steps to restore the Bluetooth connection."

Essentially the app always wants both services on all the time.

1. Can I disable Connect from running in background? I don't need this app assuming I am trying to connect to my watch all the time. I'll initiate when I want to.
2. Why does the app want GPS on in the first place? My gps watch has the GPS function.
3. Why does the app want Bluetooth on when I turn on location? I use location for a bunch of things unrelated to Garmin Connect.
