For my taste I see this "sorry, down for maintenance" too often.
Besides that I can't sync my VAHR to GCM, which seems to be related.

See posts above and contact Product Support for detailed help to determine what is wrong with your system.
If it were me I'd call and speak to someone.
Even http://www.garmin.com/uk/support/contact-support is not loading correctly.
