It makes more sense in every way to respect a user's privacy preferences (expressed by way of Privacy settings in his/her Garmin Connect account) for his/her personal information as an absolute priority ahead of your desire to see it.
If he/she wants to let everyone see the information by default, then it's his/her prerogative. If you cannot see it because access is blocked by default, it doesn't necessarily mean he/she never wants you to see it, but first you'll just need to ask him/her directly so that an exception can be consciously made for you if he/she so chooses, and with the option to ignore/reject your request always.
