I would like to use Garmin Connect in order to plan routes and export to my phone for navigation. Garmin Express does not support my PC operating system, but I am sure I will be able to export the GPX file in other ways.

Is is possible to use Garmin Connect in this way? When I cick on Start it immediately demands that a device be plugged in, and so everything grings to a halt before I can even start!

There's a ton of other sites that do this, and probably a lot better than Garmin does.
Can I ask why you want to use Garmin Connect specifically to generate the tracks?

It is possible to import a GPX file into Connect. If it comes from something Connect doesn't understand, it might not work.
