Courses created on Garment Connect don't give turn-by-turn notification... why?

I created cycling courses on Garment Connect and sent to my Edge 510. They are not consistently giving turn-by-turn notifications. Sometimes it does, but other times don't. I checked Turn Guidance is enabled. It always gives Off Course notification though. I compared with a course created on RWGPS and export to .tcx file before saving to my 510 unit. It will give notifications but it not advance notifications (not a premium member). Does anyone have this problem? How could it be fixed? Thanks!
