Garmin connect sync problem on android 6

I own a Fenix 3 and a vivo smart.
My phone is a Samsung Galaxy S6.
From the moment my phone upgraded from android 5.1.1 to 6.0.1 I'm only able to sync and receive notifications on my devices when location services are turned on.
Every time I open Garmin connect it ask for location service permissions, and does not sync until I turn location services on.
Can you please advise how I can solve the problem because I do not want to have location services on all the time?

There are a number of threads complaining about this.

Apparently, this is a new requirement of Android 6.0. If you want more detail, search the garmin forum for the word "location". You should find a lot of information.
