Heart Rate Zones dont match watch when uploaded to Garmin Connect

I have set my heart rate zones on both my watch, and the Garmin app via Iphone and the PC to be as below:-

Zones BPM %
Resting 61
Z1 106 to 126 50%
Z2 126 to 147 60%
Z3 147 to 168 70%
Z4 168 to 189 80%
Z5 189 to 211 90%

When I run, I have been aiming to keep my HR below 147 - and my FR235 shows me running in Zones 2.5 ish around 143BPM on a "rest run". However, when I then upload to the Garmin APP via my iphone, it shows me running most of the run Zone 3. Which is not the case. I have checked all my settings.

The only thing I have found which "May" be the issue is that "Default" looks like the above in "Configure Heart Rate Zones" in Settings on the Garmin App on my phone, but if I click on the tab named Running - it is greyed out, and if I move the slider then hit save, it appears to save, but if you exit and come back in, it has the slider set to off again.

What am I doing wrong?

    I had a heck of time getting my HR zones to show up correctly in Garmin Connect until I actually did a sync on the watch from Garmin Express. It would look fine in Garmin Connect (Web) and through the app on my iPhone but continued to report in the activities based on the original HR zone percentages. Once I did the sync through Express everything started mapping correctly.
