garmin edge 520 refuses to sync with express

I just bought an edge 520 and when i plug it into my computer over USB, the computer will recognize it and garmin express sees it but it continually fails to download workouts from garmin connect, I keep getting "There was an error syncing with Garmin Connect" The funny thing is it'll upload my rides from my edge 520 to Garmin Connect. Also i've connected it over bluetooth to my phone and again it connects fine, in fact the edge 520 will receive weather reports but when i go to try and transfer workouts from the connect program on my phone it'll fail and say there was an error trying to sync up. This is a brand new garmin edge 520, i've even done a factory reset on it and it still won't work and i've uninstalled and reinstalled garmin express on my computer and deleted the bluetooth profiles on my phone and reconnected the edge 520 to my phone and it CONTINUALLY FAILS TO DOWNLOAD ANYTHING.

Can someone help me troubleshoot this? It's not my bluetooth because my bluetooth works fine with other devices and again it's sending the edge weather reports. It's not my usb connection/driver either as the computer sees it and i can browse with windows explorer to the edge 520 and see all the files as well as Garmin Express sees the edge 520.

    I am sorry that you are having trouble sending your workouts. It appears that the issue is caused by the customer heart rate target in your workouts. If you set a custom heart rate zone target, it is not being saved correctly (you will notice on your workout that is says null to null instead of the correct values). We have reported this issue and it is currently being looked into. In the meantime, you can set up your heart rate zones (select your device from the Devices page and select user settings) and use those zones instead of using the custom feature.

    I just looked at my workouts because i know that all my intervals are based off of power and not heart rate, and for some reason the workout planner is zero-ing out all my custom ranges for intervals when I put in a high and low value for power. I keep putting in the values and saving it, then close out and go back into the workout and the numbers are all set to zero.
