I know from previous experience, 150 for max heart rate is very close. Even if it were not right, I would still be wondering how it came up with 184.
Again, not sure where the 184 came from. But if you have confidence in the 150 MHR you can go to user settings in Garmin Connect and set the zones however you want.
I wish I could. From Connect, I go to Settings, Training Zones, and it says
"Heart rate and power training zones can be managed within device settings." I click on 'device settings' and all that says is FR70 "Software is up to date." All I can guess is that since it is an older device, Garmin doesn't want to let me do any heart rate calculations.
In connect, open the device widget to full page (by clicking on the wheel in the upper right corner; if that widget is not part of your dashboard, add it by clicking on the 3 lines in the upper left of the dashboard and choosing that widget and adding it to dashboard). Under the settings tab, there should be 2 choices: device settings and user settings. Choose user settings. You should be able to enter your MHR and your zones there.

I have the FR70 widget full page. There is only one tab and it is labeled 'Software'. Under that tab it says "Software is up to date'".
After I sync a workout and look at the activity, under Zones, it says Avg heart rate is 1.4z, max HR is 2.1z.
I have no idea what they mean.
Strange. Do you use GC mobile? You can try going to user settings there and there is a choice to configure HR zones (at least on ios there is; I assume with droid also). By default there are 5 zones. 1.4 is simply almost halfway between the upper & lower levels for zone 1, but there is no way of knowing how your zones are defined without finding the setting.
When you look at the activity can you change from zones to bpm or % mhr? That will at least tell you what you're actually getting for hr.
