GCM not fully connecting with Edge 1000

I've installed, updated, uninstalled, reinstalled and updated, again. I can not get my iphone 6 to accept the 2nd pairing with the Edge. BT_Edge 1000 pairs but not BTE_Edge 1000. Why?
