Vivosmart, UP App, and Iphone 5. Where are the numbers coming from?

So, I recently purchased a Garmin Vivosmart which I am very happy with. Prior to that, I was using my free UP move to track my activities. I have both the fantastic UP App and the mediocre Garmin Connect App on my Iphone 5. Even though I am not carrying my up move, the up app is providing me with a step count that is about 40% higher than the garmin connect app (7000 vs 5000). Both apps are connected to my fitness pal and apple health, with full read/write capabilities on the latter.

Any thoughts on why this is happening? I would love to keep using the UP App if it could accurately track my steps.

    So, it seems that there was some replication in the Healthkit App, with the up app getting its data from that app. This has apparently fixed itself.

    Now, my next question is...why is the data in my health kit app different than the garmin connect. The only thing writing steps data to the health kit app is the garmin connect app. However, the healthkit is saying I have about ~100 more steps in than are my vivosmart and the garmin connect app.

    Thoughts?
