The iOS App notifications Icon shows a blue dot to tell new notification has arrived, but nothing is there.

Since this is on an iPhone, try toggling notification badges. Go to Settings > Notifications > Garmin Connect > Turn Badges off; wait a few second then turn Badges back on and reopen Connect.
You can also click the Bell 
icon and pull down to refresh then check if there is an old notification at the bottom not marked as read.
