I’ve spent a ton of time in zone three doing cardio not getting credit for this
I do about 30 miles a week, running alone, not including walking biking,

Running doesn't count for the cardio challenge. Only the activity type Cardio counts for it.
True, but it isn't a challenge for any activity that train your cardiovascular system. It is a challenge for the activity type Cardio.
I just do not agree with the design approach.
You do not have to agree. It is simply how it works. The rules are the same for everyone.

That’s just crazy, running is cardio.

I fully understand and appreciate the explanation, I just do not agree with the design approach. I also do not want to appear to be shooting the messenger so to speak.. I very much appreciate your response!
That said…
Garmin should implement data labels and a tag assigned to the badge so any activity that creates data with a cardio tag applies. Cardio is defined as an aerobic exercise / activity that raises your heart rate and keeps it up for a period of time. In the current logic cardio itself is a unique activity type which is a bit more than silly and vague.
Do I have to do a run but start it as a cardio activity type? A large portion of the garmin user base are runners, so cardio is life. Having to choose between recording running as running or running as cardio as an activity type also limits the benefits of the garmin platform.
For instance, I run 5k a day, every day. I use my Garmin 970 and my hrm600. I now have to choose to forgo run economy to record cardio specific activities to get a badge. Might seem silly for a user to be so passionate about badges, but these types of things keep users competitive and engaged. If the badges are prohibitive or overly complicated it’s a huge turn off.

We just don’t need to interact with each other, thanks.
We cannot do much for you here, on the user forum. The rules apply to us too. If you do not like it, suggest a better system to Garmin at Share Ideas | Garmin
