Garmin Connect not syncing "activity" data

I have a Vivoactive 6. I've been using it for several months now. I recently noticed that some information is not being synced to Apple Health, specifically the activity data that shows move, exercise, and stand goals. It was syncing for a while, but stopped about a month ago. 

From my research, it seems to be that the missing "Motion & Fitness" permission in settings might be the cause (Settings > Privacy & Security > Motion & Fitness). Garmin Connect doesn't even show up as an option in this list.

I've tried the following:

  1. Uninstalled Garmin Connect
  2. Verified Garmin Connect no longer shows in Health permissions list
  3. Restarted the phone
  4. Reinstalled Garmin Connect.

After those steps, I'm able to approve Apple Health permissions again within Garmin Connect, but the app still doesn't show in the Motion & Fitness section of privacy settings. I'm not positive this is the problem, but it seems to make sense give other data is syncing to Apple Health just fine.
