Why isn't a contact's phone number showing up when I'm trying to add it to Live Tracking

I have Connect+ and I was trying to add my wife's phone number as a live track recipient, rather than her email. When I navigated to her contact info however, there were no phone numbers available to select. In the Phone Number tab, her name doesn't appear at all. Other contacts show phone numbers. I tried adding a new contact with only her phone number and I just get a second contact with her name and email addresses, but no phone number.
