The leaderboard for running a segment clearly includes people riding a bike. If they’re runners they should start in the Olympics because they could easily beat the world record for a mile.

That's how it is supposed to work, and does work as long as everyone uses the right activity type. Unfortunately there are people either cheating deliberately, or recording a ride as a run by mistake, or they use Edge supporting only cycling for running anyway (and yes, I do know such people exist). Sure Garmin could introduce at least some basic algorithms, eliminating some excessive cheating (I recommend suggesting it to Garmin at Share Ideas | Garmin), but it would never be 100% accurate anyway. You best simply ignore the cheaters and focus on your own ranking, or use segments on tracks inaccessible to bikes, skaters, scooters, etc.
Thanks! A little disappointing because scrolling down to comparable results is tough as many entries are super unrealistic good. I’ll stay with Strava for that.
