Unable to connect to IQ app. Says Bluetooth is off but it is on and connects fine to Garmin Connect app

I tried downloading the Garmin IQ app so I could change my watch face.  It showed my watch but showed it was not connected and there is no option allowing me to select for it to connect.  I then downloaded the Garmin IQ Connect app and it will not let me proceed because it says my Bluetooth is turned off.  It is turned on and I tried turning it off and on again.  It is even connected fine to my Garmin Connect app that is linked to health stats.
