ECG and diving are usually disabled in beta versions. The exact reason was not disclosed, AFAIK, but likely because of legal or regulatory reasons, not allowing Garmin using these features on testing versions of the software.
I believe that due to criticality of this functionality both features are disabled. ECG giving you a wrong diagnosis can be dangerous and at the same time diving functionalities not working during a dive can be equally dangerous
