Yes, that's how it works. From the document Body Battery Frequently Asked Questions | Garmin Customer Support:
How Is Body Battery Tracked If I Wear Multiple Watches?
If you alternate between devices throughout the day, the body battery data in Garmin Connect will only be from the watch set as your Primary Wearable Device. However, you will still be able to see body battery data on the watch widget/glance screen from the non-preferred tracker during the time it is worn.
Body battery does not utilizes TrueUp so you may see a difference between the body battery stats from one watch to the other.
Thanks, but not relevant as I only have (1) Garmin smartwatch. The pictures are from EPIX 2, Garmin Connect App and Garmin Connect on webbrowser. Most likely a software bug.

OK, I see. So the problem is not that it does not sync on your Epix 2 as you wrote (from another device), but that it does not sync from it to Garmin Connect. In that case, I recommend to Remove and Add a Device From the Garmin Connect App | Garmin Customer Support, wait a day, sync regularly, and see whether it helped. If not, then have a look at the Troubleshooting guide for (some) data missing after syncing for more tips.
