why is my watch reporting my activity on the app but the data is not being tranferred to garmin connect website site? Doesn't even show under my devices that this device is even synced when in fact my activity is showing up on my app.

It happens when you are not signed into the same account on both sides. Sign out from Garmin Connect web, find the email address you use for signing into the GC app, and then sign into GC web with identical credentials.
