The Garmin S2 scales are useful but their body fat percentage is way out. But you can use Garmin Connect app to input a reliable body fat percentage from another reliable source. Go to Devices, select the Garmin Scales, select User Settings, select Set Body Composition. Then enter your percentage body fat from another reliable source (ie top end body scanner that you find in the best gyms) and then Garmin will adjust your future measurements when standing on the Garmin Scales.

You do not need any .fit file. You can use a plain-text CSV file - use for example Notepad (if on Windows) or another simple text editor, type the text in it, and save the file with the extension ".csv" instead of ".txt". Or rename it afterwards in the file manager, if the editor does not save it with the extension . csv. Once done, you can import it at https://connect.garmin.com/modern/import-data.

I do not know about other way than either using the Garmin Index 2 scale. Perhaps importing from MyFitnessPal could work, or there might be some 3rd party apps, but I have no personal experience with it.
When I 'select the garmin scales' I can't get any further as it requires that I connect to them via Bluetooth?
