I just spent over an hour in a large store where, on average, I log about 2,300 steps. This morning, it only registered 897 after 45 minutes, then when I got into the car, I barely have 1,100.

If you were pushing a shopping cart, this will mask the natural walking arm movement, so the watch's accelerometer will not register steps.
See Garmin support document - My Garmin Watch is Not Accurately Counting Steps
There are also instances where a lack of arm movement may result in a lack of steps recorded while you are walking. These may include, but are not limited to:
Pushing a stroller or cart
Mowing the lawn
Carrying a bag of groceries or a child
Holding the safety handles of a treadmill while walking
Holding hiking poles or sticks
Riding a bike
Holding a leash while walking a pet
