Which watch do you use? And which activity profile? Is the GPS not only enabled, but also locked? (depending on the model, there should be a check sign or another symbol indicating that the GPS was locked).
On most watches you can also long-press the GPS button to see your current coordinates - if there are none, it means the GPS did not acquire a sufficient number of satellites yet, or that there is another problem with the GPS.
