For what it's worth though, I'm not certain that any of Garmin's age-influenced fitness metrics would have data in their statistical tables that are valid for such young ages anyhow. The stuff I've reviewed (FirstBeat features) seem to be based on adult populations only (mainly young and middle-aged).

That's correct. Only persons older than 13 years (16 years for non-US) can use Garmin Connect. Read more on it here:

Garmin is happy to sell devices that can be used without an age restriction but doesn’t allow the data to be stored.
The data can be indeed used without any restrictions by anyone, but the storage is regulated by the laws. Garmin cannot do much to change the laws and governmental regulations.
Actually, the law in my country just requites parental consent. Garmin used to have a type of family approval for the junior Garmins (I managed my grandsons syncing).
all Garmin needs to do is institute and account with parental control.
Most people have possibly worked out to create a new account in their name and sync each child’s device.
