Charging troubleshooting

My garmin watch will not allow me to partially charge it, and will not allow me to access the Home Screen, or any features. Is this normal?

Which watch?

How does it prevent you from partially charging it? What happens if you put it on charge and after a while just disconnect it?

Which is the home screen? Is it the watchface?

What happens when you press the start/stop button?
