I’m attempting to reconnect my TP. After disconnecting TP from Garmin connect and resetting both apps, TP is not in the list of available apps as an option to connect to Garmin connect.

Try using the Training Peaks web site instead of the app...
From Training Peaks click on your account name then Settings.
Go to Apps & Devices then "Add New Connection"
Click on Connect to Garmin
