A watch can only be tracked if it is logging an activity and LiveTrack is being used and you got the LiveTrack link.
You can also see visited locations by looking at uploaded activities. In this case where this person was May 27th.
If the user activates the emergency assistance function it will also send the location to the emergency contacts.
Besides that most Garmin watches have no direct connectivity to the Internet (there is currently just one LTE capable model), so it is impossible to localize the device unless it is connected over WiFi or over the phone to the Net. In that case contacting the phone operator would be much more efficient to localize the person, anyway. And that's usually the first thing the Police does.
