It was fixed in GC that the Apple rings would fill up based on a Garmin workout on this thread. His comment says to start a new thread if that's not the case, so that is what i'm doing.

A workaround if you also own an Apple Watch is to open the Fitness App on the Apple Watch. However you should not need to buy a AW to have the rings updated. It is a shame that Garmin has not solved this.
I did report this as a Bug and the developers looked into it and they thanked me for the great and detailed bug report and feedback I gave them while looking into it. However it all ended up in that they rejected it with the reason that “everything worked according to their design” I was so dissatisfied.
I have given up on this and do not have any expectations that this ever will be solved. But maybe others can continue to push for it and some day maybe we will get it.
So go on the watch and open the workout app and it’s fixed?
Yes, your workout from Garmin Device will be populated to the rings if in health app on iPhone a few seconds after open the Fitness App on the Apple Watch. This is what I do but as said it requires that you also need to own an Apple Watch
